Anyone may visit the library and use its resources, including access to the Internet, for no charge. Borrowing from the library is free for Cornwall residents. Identification with a current Cornwall address is required as proof of residency to obtain a membership card. You must have your own library card with you to sign out materials from the library.
A membership fee is charged for borrowing privileges for people who do not reside within the City of Cornwall. To obtain an exemption from the non-resident membership fee, proof of payment of property taxes to the City of Cornwall within the current year, or a current rental or lease agreement for property within the City of Cornwall must be provided.

Non-resident membership fee – family membership
- 3 months @ $20.00
- 6 months @ $40.00
- 12 months @ $60.00
A family membership includes immediate family members living at the same address.
Children under the age of 14 may have their own cards and borrowing privileges with the authorization of a parent or legal guardian. Students attending school full-time in Cornwall are eligible for a free membership with proof of enrollment (single membership only – membership limited to the duration of enrolment).
Businesses and institutions, including schools, may obtain an employee membership. Inquire at the Membership desk of the library for more information.
